OEC releases the Blue Ribbon Panel on Child Care Report

On December 8, 2023, the Office of Early Childhood (OEC) presented the final report of the Blue Ribbon Panel on Child Care Report to Governor Lamont.

The report — the culmination of a year-long, collaborative effort — includes a comprehensive 5-year plan to improve early childhood education (ECE) in Connecticut.

Focus and benefits

Developed with input from parents, educators, community members, and experts, the plan focuses on:

  • Strengthening the ECE workforce and improving wages
  • Enhancing access to affordable, high-quality care for working families
  • Boosting productivity by allowing more mothers to join the workforce

We placed a strong emphasis on equity, prioritizing underserved providers, families, and children. The initiative is a significant step toward making Connecticut the most family-friendly state and a national leader in early childhood education.
