Local Governance Partner Intermediary RFP

OEC is pleased to announce an RFP for the opportunity to serve as an Intermediary for the newly established Local Governance Partners (LGPs) under Early Start CT.

Description

OEC created this RFP to identify a partner to act as the Local Governance Partner Intermediary. The Local Governance Partner Intermediary (“Intermediary”) will directly contract with and manage an initial group of 50-70 newly established LGPs under Early Start CT.

OEC will provide one vendor up to $17,200,000 ($1,000,000 for the Intermediary, $7,600,000 through subcontracts annually to LGPs) in funding over a two-year period to:

• Directly contract and disburse administrative funding to an initial cohort of 50-70 LGPs
• Manage communication between LGPs and OEC
• Lead onboarding and training of LGPs
• In year 2 of the contract, support LGPs in executing OEC’s community needs assessment

This RFP is part of OEC’s overall vision and commitment to supporting a system of state-local partnerships through LGPs, established as part of Early Start CT, that enable the connection, coordination, and communication between families, programs, partners, local communities, and the state’s early childhood system. The Intermediary will serve as the crucial link between the state and the local, managing and supporting LGPs to deliver services in line with OEC’s vision for the state’s early childhood system.
