After releasing the Blue Ribbon Panel Report on child care in December 2023, OEC has been working to put its recommendations into action.
Learn how the Blue Ribbon Panel’s work is driving improvements — both for early care and education providers and families.
What we’ve achieved in year one
OEC launched Early Start CT: a new initiative that combines Child Day Care Contracts, School Readiness Grants, and State Head Start Supplement Grants into a single program. It will boost availability of child care in areas with low access and streamline processes for providers. Starting in July 2025. Learn about Early Start CT.
We established 1,500 new Care 4 Kids spaces and — starting January 1, 2025 — capped family fees for Care 4 Kids at 7% of household income. We also increased the household income limit from 65% to 85% of the state median income. That means more families can get raises at work without worrying about losing their child care.
Our $5 million workforce pipeline pilot will help recruit, train, and mentor over 400 new entry level staff. We’re also helping family child care home educators get accredited so they can earn higher wages. Our apprenticeship program — organized through SEIU — helps providers get Child Development Associate (CDA) and NAFCC credentials.
How we’re meeting our goals
