What is continuous quality improvement (CQI)?
CQI builds on the idea that early care and education programs are always growing and changing, just like the children we serve. CQI is an ongoing process of
- Planning for growth
- Trying out those plans
- Reflecting on progress
- Make a new Plan— because reflection may lead to a change in direction
The CQI process is just like planning instruction based on assessment results. Sometimes things work out as we planned. Sometimes they don’t!
How do I start the continuous quality improvement process?
Begin with your SMART Goals. Return to them often.
Often may mean weekly, monthly, or seasonally. That’s up to you! Different goals have different timelines. At each reflection point, consider how your Goals match the needs of the children in your care, their families, and your staff. Consider how your Goals match your financial situation.
What does quality improvement look like during the year?
- Ask questions of your community! Checking in is a big part of the continuous quality improvement process. Connect with families and ask for feedback.
- Use our checklists to expand your thinking.
- Revise your SMART Goals and Action Steps as your plans change. Share them with your community! You do not need to resubmit your Elevate Program Plan as your Goals change. We only ask for annual updates.
- Invite your Service Navigator to visit! They can celebrate your accomplishments and help you if you need any guidance or resources.

Elevate Program Plans expire after 12 months. Renewal Plans are annual updates to Elevate Program Plans. Renewal Plans must be submitted annually to continue at the Member+ Level of Engagement. Learn more about the Elevate Renewal Plan Process.
