License exempt programs are administered by public schools, private schools, or municipal agencies. Health and safety requirements for license exempt programs are managed by school districts, municipalities, and other private entities.

Level up in Elevate
License exempt programs can level up to Member+ by submitting an Elevate Program Plan. Elevate uses the online OEC 360 Provider Portal for Elevate Plan submissions. OEC is in the process of setting up the portal for License exempt programs.
License exempt programs need the following to be able to submit an Elevate Program Plan:
- A program registry account: This needs to be set up by the registry team.
- You will need to provide your:
- Program’s legal name
- Program’s address
- Program’s phone number
- State that you are a licensed exempt program looking to complete an Elevate Program Plan in the OEC 360 Provider Portal.

Member Accredited Recognition
Are you accredited by NAEYC? Help us recognize your program by connecting in the Registry. Your Elevate Level of Engagement reflects your OEC Registry documentation. Documentation to verify your accreditation status depends on your accrediting organization. Create a registry account, and upload your documents today.
Your profile on 211 Child Care’s searchable website shows your Elevate Level of Engagement! To view your profile, click on “Find a Specific Provider” and enter your provider or business name. Your Elevate Level of Engagement reflects your OEC Registry documentation.
