Evaluation and Award process for Child Day Care (CDC) Contract Infant and Toddler Expansion will be done by tiers based on a community’s social vulnerability index (SVI) and category of child care desertification.
Completed applications will follow one of two tracks:
- Track A: Family Child Care Intermediary Contractors
- Track B: Child care centers, group child care homes (individual or with an intermediary
contractor)
Spaces will then be awarded based on the following tiered system within their track until all
spaces are awarded. In the event there are not enough spaces to award all applicants within a tier
subset, applicants will then be awarded spaces based on descending order by town of SVI level
from highest to lowest.

Tier 1
Applicants who reply “Yes” to:
- OEC License with Infant/Toddler endorsement or will have OEC License with
Infant/Toddler endorsement by July 1, 2023; AND - Current NAEYC/NAFCC Accreditation or Early Head Start Approved or Actively
Engaged in Process to become Accredited (must be enrolled with NAEYC or NAFCC as
of 1/1/23, providers will be required to provide NAEYC/NAFCC enrollment ID #)
Will then be approved for spaces if they reply “yes” to all required Y/N questions in this order:
- SVI .8 or > + CAATI Desertification “High”
- SVI .6 – .79 + CAATI Desertification “High”
- SVI .4 – .59 + CAATI Desertification “High”
Tier 2
Applicants who reply “Yes” to:
- OEC License with Infant/Toddler endorsement or will have OEC License with
Infant/Toddler endorsement by start date of care; AND - Not currently Accredited or EHS Approved but agree to obtain within 3 years
Will then be approved for spaces if they reply “yes” to all required Y/N questions in this order:
- SVI .8 or > + CAATI Desertification “High”
- SVI .6 – .79 + CAATI Desertification “High”
- SVI .4 – .59 + CAATI Desertification “High”
Tier 3
Applicants who reply “Yes” to:
- OEC License with Infant/Toddler endorsement or will have OEC License with
Infant/Toddler endorsement by July 1, 2023; AND - Current NAEYC/NAFCC Accreditation or Early Head Start Approved or In Process as of
1/1/23 (will provide NAEYC/NAFCC enrollment ID #)
Will then be approved for spaces if they reply “yes” to all required Y/N questions in this order:
- SVI .8 or > + CAATI Desertification “Medium”
- SVI .6 – .79 + CAATI Desertification “Medium”
- SVI .4 – .59 + CAATI Desertification “Medium”
Tier 4
Applicants who reply “Yes” to:
- OEC License with Infant/Toddler endorsement or will have OEC License with
Infant/Toddler endorsement by July 1, 2023; AND - Not currently Accredited or EHS Approved but agree to obtain within 3 years
Will then be approved for spaces if they reply “yes” to all required Y/N questions in this order:
- SVI .8 or > + CAATI Desertification “Medium”
- SVI .6 – .79 + CAATI Desertification “Medium”
- SVI .4 – .59 + CAATI Desertification “Medium”
