Quality Improvement System (QIS) Development

Building on a decade of work to improve the quality of early care and education programs in Connecticut, the Office of Early Childhood is creating a three-tiered Quality Improvement System (QIS) to bridge licensing standards to accreditation standards for center and home-based providers. In our system:  

  • Level 1 is all licensed providers
  • Level 2 is a support system for all licensed providers to improve quality and move toward accreditation  
  • Level 3 is all providers with NAEYC accreditation, NAFCC accreditation, and/or Head Start approval

Children, families, and staff need strong child care programs — healthy businesses that offer high-quality early childhood experiences. The QIS will leverage existing infrastructure systems including Accreditation Quality Improvement Supports (AQIS) and Staffed Family Child Care Networks (SFCCNs) that already support providers to meet the needs of children and families.
